Tabanus atratus on its natural habitat--the tire of my neighbor's car. This is a male--note the scary eyes. I don't believe they feed on blood, so it must have been watching for females. I've John Acorn (on television!) attract them to inner tubes placed in the sun. Apparently they mistake a warm tire for a warm cow.Identification note: there are many species in this genus, but this large, all-dark one appears to be distinctive, browsing through BugGuide.
